The story of the Liverpool City Region has never been one of standing still.
For centuries, people here have looked out across the river and beyond and seen endless possibility. Our docks once powered the Industrial Revolution. Our musicians gave the world a new soundtrack. Our scientists, innovators and entrepreneurs have pushed the boundaries of what is possible. And every step of the way, it has been the ingenuity, creativity and determination of our people that has carried us forward.
Today, we have the chance to change the world again; this time by leading the industries that will define the next century.
The world is changing faster than at any point in our lifetimes. New technologies like artificial intelligence are reshaping the way we live and work. Climate change demands that we act with urgency and imagination. Families want well-paid jobs they can rely on, world-class public transport that connects them to opportunity, and safe, thriving communities to call home.
This Growth Plan is our blueprint for how we meet those challenges head-on, and how we will seize the opportunities they bring. It’s a bold, ambitious vision of the future: one where, with the right support, our tidal power makes us the UK’s renewable energy coast; where our world-leading universities and innovators turn ideas into whole industries; where our cultural creativity continues to put us on the map; where prosperity is something we all share, and where we maximise our assets to reach our full potential.
We cannot – and will not – do this alone. Real change happens when we pull together. That’s why this plan has been built, and will be delivered, in genuine partnership with our local authorities, our businesses, our colleges and universities, our trade unions, and our communities. And it will be delivered hand-in-hand with Government, because we’ll deliver a much bigger bang for our buck when national and local leaders stand together.
Our growth plan is ambitious because our people are ambitious. It is confident because we have every reason to be. And it is bold, because we are building a future worthy of the generations to come.
Together, we will show the rest of the country – and the world – what the Liverpool City Region can achieve.
Together, we will make this the best place in the UK to grow up, to grow a family, and grow a business
