Background and Objectives

The Mobile Coverage mapping project is a landmark partnership between Liverpool City Region Combined Authority, the six Local Authorities of the City Region, and Streetwave.

The objective of the project is to map mobile coverage and capacity across Liverpool City Region, which will then enable us to develop informed interventions to improve digital connectivity.

Our latest Corporate Plan identifies the importance of digital infrastructure as a key enabler for economic growth and transformation. The survey, funded by the Combined Authority, commenced in February 2025 aims to be completed in October 2025.

Why invest in mobile connectivity?

Mobile UK published a report in April 2025 where they found that for every £1 invested in mobile infrastructure, £5 is generated for the wider economy – demonstrating its power to fuel growth.

Increased mobile connectivity has the potential to benefit all of our residents, from those living in rural communities to those working in Liverpool’s city centre.

Better connectivity can enable the adoption of new technology in key industries, keep workers safe in dangerous professions, support the growth of mobile gaming, enable the uptake of digital public services and bolster the resilience of telehealth services

“Any successful, modern city region needs first-class digital infrastructure – and since I was elected Mayor, I’ve made it a priority to make our region the most digitally connected area in the UK, already investing tens of millions of pounds in LCR Connect.

Good mobile coverage isn’t a luxury – it’s a necessity for work, travel and daily life. But too many people still struggle with poor signal and slow data speeds

This initiative will give people across our region the information they need to choose the best provider for them – while helping us identify areas that need better coverage, so no community is left behind”

Local Authorities

The survey was facilitated by our Local Authority fleet managers, using their bin lorries and streetsweepers to map as many businesses and residences as possible.
