Warm Homes Local Grant
The Liverpool City Region Combined Authority (LCRCA) will work with homeowners and private landlords across the Liverpool City Region to install energy efficient measures and low carbon technologies, with the aim of reducing energy bills and making homes more comfortable.

The Liverpool City Region Combined Authority has been awarded £31.8 million from the Department for Energy Security and Net Zero (DESNZ) to improve the energy efficiency of homes as part of its ambitious plan to achieve net zero carbon emissions by 2035. This programme is expected to lower carbon emissions and help reduce fuel poverty for many residents.
The LCRCA will be delivering the funding programme for Halton, Knowsley, St Helens and Wirral local authority areas, whilst Liverpool and Sefton local authorities will be directly delivering their parts of the WHLG programme to residents with our support.
The Warm Homes Local Grant programme is designed to support homeowners and private renters, ensuring they receive assistance to make energy-efficient upgrades to their homes such as wall and loft insulations, solar panels, heat pumps, and ventilation systems. These measures aim to enhance the energy efficiency of homes and support both environmental sustainability and improved living conditions for residents by transforming properties into greener, more energy-efficient spaces.
For further insight about the energy-efficient measures highlighted, please see case studies conducted on previous programmes: Liverpool City Region Combined Authority | Housing Retrofit.
Please note that if you live in either a Liverpool City Council or Sefton Council area, your Council are managing their own Warm Homes Local Grant programme, and as such do not fill out the form below, but instead, if you are a homeowner please fill out a form on the Government website where your Council will then pick this up, or if you are private renting or a private landlord please visit the link provided to your local Council's website for contact details to submit an application. The link to these pages can be found in the 'How Can I Apply for WHLG Funding?' section.
The home energy improvements you could receive will vary based on the conclusion of a Retrofit assessment by our appointed contractor.
Energy Efficiency Measures
Energy Efficiency measures are designed to make your home smarter with energy use, by wasting less and saving more. As a result, these improvements may lower energy bills and cut down your carbon footprint in the process. Please see below for a list of the potential measures you could receive on Warm Homes Local Grant:
Low Carbon Heating Systems
Low carbon heating systems get their power from natural sources such as the air or the sun and will help you heat your home. These will not only reduce carbon emissions but may also reduce the overall cost of your energy bills. Please see below for a list of the low carbon heating systems you could receive on Warm Homes Local Grant:
The WHLG funding can only support households with an Energy Performance Certificate (EPC) rating of D to G, and where the household meets at least one of the following eligibility routes.
Route 1: Eligible Postcodes
If you live in an eligible postcode area, it does not matter what your household income is to qualify for Warm Homes Local Grant funding. To check if your postcode is an eligible postcode, please click on the following link: Eligible Postcode Checker
Please note that your property being in an eligible postcode area does not guarantee funding, all funding is subject to further assessments on your home, and funding is limited, meaning we may not be able to help every household that qualifies.
Route 2: Means-Tested Benefits
What are Means-Tested Benefits? These are benefits awarded based on financial need. If an adult permanent resident of the household receives one, you may qualify.
Please see the following examples:
Route 3: After Housing Costs (AHC)
The household’s combined annual income before tax must be below £36,000 or meet the “AHC” which refers to the amount of money a household has left after paying for their rent or mortgage.
It does not include other expenses like:
When assessing if a household qualifies under the AHC route, the process looks at:
View tables to show the maximum eligible ‘after housing costs’ income.
This approach aims to make sure support goes to households that might seem to earn more but actually have less money left over because of high housing costs.
We hope to start delivering funding from late summer 2025.
Please see the below documents which outline from start to finish the expected journey for an individual taking part in the Warm Homes Local Grant funding programme.
ALL Local Authorities, LCRCA staff and the delivery contractor working on the funding programme will carry photographic identification. As should anyone representing other organisations as well. If you are unsure of someone’s identity, do not let them into your home.
Please note:
• Meeting the eligibility criteria does not guarantee funding.
• All applications are subject to further assessments of your home.
• Funding is limited, and we may not be able to support every eligible household.
• We will do our best to help as many people as possible within the available budget
